WEEKLY BRIEF · 30 October 2026 · PAN-AFRICA
The developments worth your attention.
Reporting week: 24 to 30 October 2026. Sources checked: 30 October 2026.
Egypt got its Phase 1 money this week, and the detail matters more than the headline. On 28 October Scatec signed loan agreements for the first 569 MW of Dandara. The non recourse package is USD 217 million from EBRD, AfDB and EIB against estimated Phase 1 capex of USD 271 million, so roughly 80% debt, sitting behind a 25 year PPA with Egypt Aluminium and a sovereign guarantee. The archive shows the pattern. Development banks carry construction risk and the state carries offtake risk, and that is how Egypt's big private solar now gets built.
Scatec says it signed loan agreements and is starting construction. It does not say financial close, and neither will I until a primary source does. The lender figures also do not add up cleanly. EBRD at USD 63 million, AfDB at up to USD 66 million and EIB at up to USD 90 million sum to USD 219 million, so I treat the AfDB and EIB numbers as ceilings. I don't yet know what has been drawn.
The rest of the week was thinner than its headlines. KenGen spent KSh15.5 billion on capex in the year to June 2026 while cutting borrowings by KSh12.2 billion, which is a utility funding itself rather than a financing event. South Africa's first 2,000 MW private gas tender reportedly closed with no preferred bidder, and I have one social media post behind that, so the stated cause is unconfirmed. For a lender the read is simple. A sovereign guarantee gets Egyptian solar signed, and fuel supply is the missing piece in South African gas.
Material developments
01 · 569 MW solar plus 100 MWh storage · project finance · Egypt · confidence B · Scatec release, 28 October 2026
What changed
Scatec reports signed loan agreements for Phase 1 and the start of construction. Non recourse financing of USD 217 million from EBRD, AfDB and EIB covers about 80% of estimated Phase 1 capex of USD 271 million. National Bank of Egypt joins with a 20% stake. Power goes to Egypt Aluminium under a 25 year PPA backed by a sovereign guarantee, with commercial operation targeted for the first half of 2028. AfDB's share is up to USD 66 million, approved in July 2026 (USD 46 million ordinary resources and USD 20 million Clean Technology Fund). The USD 650 million figure in press coverage is a whole project number for the 1 GW programme, not an AfDB commitment, and it is not in the Scatec release.
Why it matters
Debt is signed and the plant is moving to site, but the source does not call this financial close. The individual commitments sum above the package, so some are caps.

Drawdowns, the additional equity partners Scatec says it will invite, and Phase 2 construction guided for the first half of 2027.

02 · KES 15,500m · corporate programme · Kenya · confidence A · TV47, 29 October 2026
What changed
Capital spending rose 14.3%. KenGen supplied 8,975 GWh to the grid, 57.2% of national demand, with over 90% from renewables. Revenue rose 6.4% to KSh59.7 billion, operating profit rose 4.1% to KSh14.2 billion and profit after tax fell 1.2% to KSh10.35 billion. Borrowings fell KSh12.2 billion to KSh97.1 billion. The dividend is KSh0.75 a share against KSh0.90.
Why it matters
This is reported spending, not a financing and not a financial close. It shows a utility prioritising balance sheet repair alongside capex. New projects such as the proposed 42.5 MW Seven Forks solar plant will need outside capital.

03 · over 25% of the park's annual consumption · South Africa · confidence A · Green Building Africa
What changed
SANParks and Ampli Energy (a Discovery Green product offered with Sasol) announced supply equal to over 25% of Kruger's annual electricity use, delivered through the national grid. Ampli is a month to month product that has operated for the past few months. Sasol's Secunda complex is the backstop offtaker.
Why it matters
This is live supply with a credit backstop, not a signed long term PPA. No capacity, tariff, tenor or signing date is disclosed, so it cannot yet support project debt.

04 · USD 276.7m · announced investment · Angola, Benin, Cote d'Ivoire, Nigeria · confidence A · GCF announcement
What changed
The GCF announced the investment to support renewable energy, sustainable agriculture, water management and climate resilient infrastructure across four countries. The split between energy and other sectors is not disclosed.
Why it matters
It is an announcement from the funder, not a disbursement, and only part of it is energy.

05 · 2,000 MW · tender closed without award · South Africa · confidence B · Africa Is Home post
What changed
The post says the tender closed without selecting a preferred bidder because of gas supply challenges, that the Ministry of Electricity and Energy has not announced the next window, and that it reaffirmed its commitment to gas to power. I found no ministry statement or press confirmation in the archive.
Why it matters
If confirmed, fuel supply rather than offtake is the binding constraint on South African gas.
Watch next
An official ministry statement, the next bidding window and any gas supply arrangements.
